“China's reputation is at stake in the confrontation over Tibet,” a senior Britishdiplomat said Monday, the strongest reaction from a Western government so far to last week's violence.
Russia, in contrast, voiced support for China, calling its rel一ations with the Dalai Lama an internal matter and saying efforts to boycott this summer's Beijing Olympics are "unacceptable."
"Russia has repeatedly declared that it views Tibet as an inalienable part of China, and considers the resolution of relations with the Dalai Lama to be an internal matter of the People's Republic of China," the Russian Foreign Ministry said.
Mark Malloch-Brown, Britain's minister for Asia, Africa and the U.N., said Western governments are reminding China that its handling of the unrest could damage its international standing.
"This is a China engaged with the world which is using the Olympics to demonstrate a new openness and it risks all of that collapsing in on it if it is seen as being the enforcer of a crackdown on Tibetans," he told British Broadcasting Corp. television.
Also Monday, demonstrators rallied in support of independence-minded Tibetans in several cities in Europe and Asia.
In London, a small group of demonstrators hurled placards and sticks at China's embassy and tried to force their way into the building. Police said there were no injuries or arrests.
German police, however, detained 26 Tibetan demonstrators who tried to force their way into the Chinese consulate in Munich. The protesters tore down a Chinese flag and set it afire and sprayed slogans including "Save Tibet" and "Stop Killing" on the building. In Berlin, about 150 Tibetans and Germans protested peacefully outside the Chinese Embassy.
On Monday evening in Rome, several hundred Tibetans and Italians held a peaceful candlelight vigil outside the Chinese Embassy. The Italian Foreign Ministry said it had summoned the Chinese ambassador on Tuesday to discuss the "dramatic events in Tibet."
In Nepal, police used bamboo batons to disperse about 100 Tibetan protesters and Buddhist monks demonstrating peacefully near the main U.N. office in Katmandu. The protesters held banners reading "Free Tibet" and demanded the U.N. investigate the Chinese crackdown on protests in Tibet.
The United States called on China to exercise restraint and said Beijing should find a way to engage the Dalai Lama, the exiled Tibetan Buddhist leader whom China's leadership reviles.
"There's been a kind of missed opportunity for the Chinese to engage the Dalai Lama," Secretary of State Condoleezza Rice said, adding that the spiritual leader is not a separatist and could "lend his moral weight" to reaching a more stable arrangement in Tibet.
Protests against Chinese rule in Tibet culminated Friday when Tibetans attacked ethnic Chinese and torched their shops in Lhasa, the region's capital. Tibet's governor, Champa Phuntsok, said 16 people were killed and dozens injured. Unconfirmed reports from Tibetan exile groups put the death toll at 80.
The Chinese ambassador to the U.N., Wang Guangya, defended China's actions and called the Tibetans "troublemakers."
"They are causing the problems and they're killing people," Wang Guangya said Monday. "So any government would take the responsible action to restore law and order."
